While many voters approved the initiative, most municipalities want neither the retail outlets nor commercial growing operations to occur in their towns.  As of now the commercial growing is limited to the cities of West Sacramento and Sacramento, but not in the county of Sacramento.

On the retail outlet front, the city of Sacramento is leaning toward only allowing outlets  who are already set up as dispensaries under the Medical Marijuana Laws.  Interesting to note that in Colorado,  the outlets for medical and recreational are separate and distinct.  It follows that if there is not a city that allows a dispensary now, they may not have any retail outlets.

Of course, there is always the Marijuana delivery business.  There are many jokes that can come out of this around delivery of both pizza and marijuana by the same driver!
